I agree that the above is problematic.

The problem with taxing them on their profit (as it should be done), they are abusing the offshore accounting to show that they have little or no profit in the USA - and that is how you get these insane tax rates.

When MegaCorp makes $100B with HQ in SF, CA. But claims that two Irish part-time workers created all of the value, and the 10,000 tech workers in the Bay Area are just a cost center, and thus they *choose* what taxes they will pay = 3%.

In short, we actually do have to start taxing them on revenue, because they lie about their profits.
