I just solved our immigration policy:
If you are an undocumented worker, raise your hand, tell us who your employer is.
Once we confirm that you are undocumented, and that the employer failed to verify you had a valid working permit or passport before hiring you - we go after them.
For each count of exploiting undocumented labor - $50,000 fine *and* 3 years consecutively.
What is the motivation for the undocumented worker to raise their hand? $25,000 cash *and* a 3-year working permit.
Know someone who is exploiting undocumented? Whistle-blow and we will pay you a bounty of $10,000 for each worker.
The program would be a *NET* cash flow generator for the Federal government, and could in turn split up the revenue with the States like many programs.
This is really elementary game design. We need to eliminate the motivation to exploit undocumented workers. Currently, there is no risk to the employer.
The roll-out?
45 days of Amnesty for employers - go verify who is legal and who is not. If you have hired undocumented workers, raise your hand and the fine is 50% off, and you can pay over 10 years and no prison time. Wait after 45 days? full fines payable immediately and prison time.
Time to push the GOP to get tough on crime.
I am sure there are details to smooth out, but the basics are sound. Eliminate the financial benefits to exploiting undocumented workers. Make the program revenue positive. Remove all the neo-slavery conditions in the farm, meat-processing, food-service, garment, industries. With the supply of cheap labor removed these businesses will have to raise the price they pay labor. Labor will in turn have more spending money, and the economy will grow.
There will no longer be a financial win for exploiting undocumented workers except the most heinous of human trafficking for dark purposes. But even with those businesses, a snitch could make a cool $10k for each of the humans you are exploiting.
Why don't we focus on the employer side? I wonder why?
