TL;DR socialize the revenue to pay for the socialized risk?

TL;DR socialize the revenue to pay for the socialized risk?

Since we have decided a long time ago to socialize the risk side of financial black swans - why not have the the government create and operate the trading markets and impose the transaction tax right there? We could even have it subcontracted on a competitive bid for 3 or so vendors that rotates every 5 years?

Wouldn't this get the market back to helping people grow businesses for the long term instead of the shorts, front loading and flash boys and all that crap?
