After reading through the details, I can understand why this is so difficult for the Dallas Police Chief:

1) The off duty officer murdered a MAN in his own home - his CASTLE

But

2) The MAN was black

But

3) The officer is a WOMAN

But

4) The officer is WHITE

This is why they have not brought criminal charges against the officer, and yet at the same time they have asked the Texas Rangers to come in and solve this thorny Sherlock Holmes class murder mystery.
